GARR 2026–2028 Three-Year Plan is now online

16 December 2025

The new GARR 2026–2028 Three-Year Plan is now available. It sets out the strategy to make the national research and education network more resilient and innovative in a constantly evolving telecommunications market.

The Plan outlines the consolidation and further development of the optical fibre backbone and the adoption of an open, multi-vendor, terabit-ready architecture. Key priorities also include the development of new cross-border and submarine connections, strengthening the network to support EuroHPC supercomputers, and the introduction of advanced automation and monitoring tools.

Research and development activities support the evolution of the infrastructure through work on federated storage, quantum technologies, time and frequency distribution, fibre sensing and multi-vendor experimentation, strengthening GARR’s participation in national and international research projects. Particular attention is paid to cybersecurity, with alignment to the NIS2 and PSNC regulations and the reinforcement of a collaborative model involving the entire GARR community.

The document also includes dedicated sections on digital identities, cloud services and specialist training.
